Resilience is the ability of citizens to withstand any disruption to society during times of unrest. Once the disruption is over, it is important to adapt to the changed circumstances as quickly as possible. Resilience reduces the ability of hostile forces to negatively impact the state and society. Citizens’ knowledge of modern security threats, critical thinking, and digital literacy are particularly important in this regard.
Civic will is the determination of all citizens, regardless of their age or views, to fight for the freedom of their country and resist aggressors by all means recognised by international law. Civic will is an important deterrent: it encourages citizens to actively participate in preparing for the defense of the state, and potential aggressors, seeing the determination of society to resist, may be more inclined to abandon their intentions to invade.
